CIQS to Establish Prompt Payment Task Force

The Canadian Institute of Quantity Surveyors (CIQS) is pleased to be an active participant in ongoing prompt payment reforms at the Canadian provincial/territorial and federal levels.

Both professional accreditations, Professional Quantity Surveyors (PQS) and Construction Estimator Certified (CEC) continue to play an important part in the day-to-day delivery of construction projects across Canada.

To an increasing level, CIQS members are engaging in landmark changes with the introduction of prompt payment reforms and adjudication which are requiring paradigm behavioral changes in construction.

Nuances of individual Canadian jurisdictions and lien requirements is impacting the approaches taken for these initiatives. This is raising concerns of a fragmented approach and the potential need for harmonization.

CIQS members are often key participants in the process of measurement, assessment, evaluation, certification and payment, and assist in ensuring that the construction industry remains vibrant and sustainable.

Therefore, CIQS is establishing a Prompt Payment Taskforce to provide recommendations to the CIQS Board and participate in ongoing dialogue with provincial/territorial/federal partners and other stakeholders.

CIQS is seeking two members of the CIQS that are either Professional Quantity Surveyors (PQS) or Construction Estimator Certified (CEC) to join the Prompt Payment Taskforce. One of these members will be nominated as the Chair.

The Prompt Payment Taskforce will comprise of the two individuals above along with one member from the CIQS Board and the Chief Executive Officer of the CIQS. The CIQS Board have established the following terms of reference for the CIQS Prompt Payment Task Force:

“Review the current and ongoing reforms in respect of prompt payment across Canada and how these impact CIQS members. Develop strategies, approaches and action for review by the CEO of CIQS such that they can be presented to the CIQS Board for consideration and implementation”.

The term for the above appointments will be 24 months and members of the CIQS Prompt Payment Taskforce will need to undertake CIQS Ambassador Training and participate in dialogue with key stakeholders at the provincial/territorial and federal levels.
